BIG WEST BASKETBALL LEAGUE

 

 

NEW RULES FOR THE 2009-2010 SEASON

 

**BE SURE YOU ARE FAMILIAR WITH THESE NEW RULES

 

1. ROSTERS-ALL ROSTERS MUST BE SUBMITTED TO THE LEAGUE BY

    THE FIRST WEEKEND OF THE SEASON.

        ROSTERS MUST INCLUDE: FIRST NAME, LAST NAME AND

        PLAYING NUMBER THAT IS ON THE JERSEY

 

2. TEAMS MUST HAVE A MINIMUM OF 6 PERMANENT PLAYERS TO

    ENTER THE LEAGUE.

 

3.  A PERMANENTLY ROSTERED PLAYER MUST HAVE PLAYED IN

     50% OF THAT TEAM’S MATCHES IN ORDER TO BE ELIGIBLE TO

     PLAY IN PLAYOFFS, WITH THE EXCEPTION OF A MEDICAL

     EXEMPTION WITH DOCTOR’S VERIFICATION.

 

4. MOVING PLAYERS UP:

        A. IF A TEAM HAS 5 PLAYERS, ONE PLAYER MAY BE CALLED UP

        B. IF A TEAM HAS 4 PLAYERS, TWO PLAYERS MAY BE CALLED UP

 

5. NO PLAYER CAN PLAY MORE THAN THE EQUIVALENT OF TWO (2)

    QUARTERS IN A GAME IN WHICH SAID PLAYER HAS MOVED UP

 

6. NO PLAYERS CAN MOVE UP FOR PLAYOFFSANY EXCEPTION TO

    THIS RULE MUST BE BROUGHT BEFORE THE LEAGUE AND VOTED

    UPON.

 

 

GENERAL RULES 2009-2010

 

1.     All players that suit for a game MUST play in the game.

 

2.     When your team is scheduled for the first game of the day at a visiting playing site, you should arrive no earlier than 20 minutes before tip off.

 

3.     Unsportsmanlike behavior by coaches, players or fans will not be tolerated.  Coaches are expected to control the behavior of their players and exert their influence in controlling their fans.  If a referee finds it necessary to stop a game, the respective coach and gym management must handle the situation, or the team will be asked to leave the gym and forfeit the game.

 

4.     SCORER’S TABLE:

The score table is off-limits to all persons except the official scorer, timekeeper, referees, team substitutes and gym management.  Under no circumstances are coaches allowed at the scorer’s table.  If a coach has a question concerning the score or time clock, he/she must confer with a referee during a time out.  If a coach or player verbally abuses a person at the score table, a technical foul will be issued…NO EXCEPTIONS!! This rule has a ZERO TOLERANCE POLICY!!

 

5.     5th and 6th grade will play four, 5 minute quarters.                                             

         7th and 8th grade will play four, 6 minute quarters.

 

6.     Overtime periods will be 2 minutes in length for ALL divisions.  5th and 6th grade is limited to one overtime period.  7th and 8th grade will play as many overtimes as necessary to determine a winner.  The clock will stop at all whistles.

 

7.     PRESS RULE:                                                                                     

5th and 6th grade may full court press during the last 2 minutes of the game ONLY with less than a 5-point lead.  When in a no press situation, the offensive player must be allowed to cross half court with both feet and the ball before a defender can press.  If the ball is passed across half court by the offensive team, the defensive team can attempt to steal the ball as soon as the ball crosses the half court plane.                                                                      

           7th and 8th grade may full court press the entire game with less than a 10-point lead.

           When in a no press situation, the offensive player must be allowed to cross half court

            with both feet and the ball before a defender can press.  If the ball is passed across half

            court by the offensive team, the defensive team can attempt to steal the ball as soon as the

            ball crosses the half court plane.

 

            In a no press situation when a fast break by the offense is involved, the defending team

            may only attempt to steal the ball when it breaks the half court plane (in the air or on the

            ground).

 

            If a team repeatedly violates rule #7, the referee can issue a direct technical foul against

            the head coach at her/his discretion.

  

8.     5th and 6th grade boys and girls – If a team has a 20 point lead or greater, that team must back off their defense into a 2/3 or a 3/2 zone inside the three point circle.  If they steal the ball or get a defensive rebound, they cannot fast break the ball up the court.

 

      7th and 8th grade boys and girls - If a team has a 25 point lead or greater, that team  

      must  back off their defense into a 2/3 or a 3/2 zone inside the three point circle. If  

      they steal the ball or get a defensive rebound, they cannot fast break the ball up

      the court.

 

      PENALTY FOR VIOLATING – If a team violates rule #8 during a game, 

      they will receive 2 warnings .  For each violation after the second warning, a

      direct technical foul against the head coach will be issued.  Remember that 2

      direct technical fouls against  a head coach in a single game will result in the

      ejection of the head coach, with penalties being assessed as per rule #16.

 

9.     3 Point shots are allowed in the 7th and 8th boys/girls divisions only.  If the host facility does not have a 3 point line, the three point shot will not be used..

 

10.   The free-throw line for 5th grade only will be 12 inches closer than the regular free-throw line.  Gyms are to be appropriately marked by the host school.

 

11.  BONUS:                                                                                            

 

5th and 6th grade will shoot bonus (1 and 1) on the 10th team foul, and super bonus (2 shots) on the 15th team foul.                                                            

7th and 8th grade will shoot bonus (1 and 1) on the 7th team foul, and super bonus (2 shots) on the 10th team foul.

 

12.   TIME OUTS:      Each team will be allowed four full, one minute time outs per game.   Each team will receive one additional full time out for each overtime period.  Either a player on the court or the head coach can request time out.

 

Officials Called Time Out- After a time out called by an official, the throw in following the time out will be allowed uncontested by the defending team, providing the inbound pass is made to the backcourt.

 

13.  ONLY THREE NON PLAYERS ARE ALLOWED ON THE BENCH DURING GAMES, NO EXCEPTIONS.  THIS INCLUDES COACHES, SCOREKEEPERS, INJURED PLAYERS AND ALL OTHER NON-PLAYERS.

 

14.  There must be a designated head coach at the beginning of each game.

 

15.  Only the head coach and/or team captain may speak to or ask questions of the referees.  Any other comments by assistant coaches or players may result in a technical foul.  The head coach is the only member on the teams bench that can stand during a game.  His/her movement, however, will be confined to their respective coaching box.  This coaching box will be determined by the referee and the host gym during the pre-game conference.

 

16.  The second technical foul against any coach or player shall be considered flagrant and result in a 1 game suspension. All flagrant fouls against a player or coach should be reported to the Board of Control by the host school.  A second suspension against any coach or player will result in a one calendar year suspension from all league activities.   …

17.  Protests must be made verbally to a member of the Board of Control through the school’s Athletic Director within 24 hours of the game in question, and in writing within 2 days  of the game in question to be considered by the Board of Control.

                                                                                                                                                                                                                                         

18. T-shirts may be worn under the team jersey provided they are the same color as the predominate color of the jersey or white. All t’shirts must have a finished edge… no cutoffs.  NO VISIBLE MARKINGS ARE ALLOWED ON THE T-SHIRTS.  Jerseys must be tucked in at all times with the exception of those that are manufactured to be worn outside the shorts.

 

19. Compression shorts may be worn under a players shorts provided they match the predominate color of the shorts.  White or black may be worn provided the entire team is wearing the same color.  All team members must wear the same color shorts.

 

20.  NO JEWELRY OR HAIR ORNAMENTS (PLASTIC OR METAL), TEMPORARY TATTOOS, GLITTER OR FACE PAINT IS ALLOWED, EVEN IF TAPE IS APPLIED OVER THEM.  NO EXCEPTIONS!!! PLAYERS WITH FINGERNAIL EXCEEDING 1/8 OF AN INCH ABOVE THE TIP OF THE FINGER WILL NOT BE ALLOWED TO PARTICIPATE IN A LEAGUE SCHEDULED GAME.

 

21. All girls’ teams and 5th grade boys will use a 28.5” ball.   6th, 7th and 8th grade boys will use a regulation size ball, 30”.

 

22.   IHSA rules, except as modified herein, shall be adhered to.

 

23.  The referees and gym management shall have COMPLETE charge of and authority over the game.
